Road Closures Update

Good Afternoon All

Please find below an update on:

  1. Dalby/Malago Road closures

  2. Covid Grants - Still Available but Closing Soon!

  3. BID Annual Business Planning

Dalby and Malago Road Closures

We have written to the Mayor and wider council asking for an urgent response and urgent action given multiple negative unintended consequences of council decisions:

  • Dalby/Malago closure

  • Dean Lane / Coronation Road restrictions

  • 30-minute free car parking ending

  • Gaol Ferry Bridge closure

  • CAZ

  • Hereford Street carpark closed

  • 76 Bus South Bristol reduced service (and impact on shopper access)

The BID has brainstormed solutions with businesses and recommend all of the following are explored as a matter of urgency:

  1. Reopen East Street to all traffic all day including painting in car parking bays onto one side of the street

  2. Reopen half of East St to all traffic - ie requiring them to right turn directly into Little Paradise car park (which I see is only 1/3 full)

  3. Traffic lights on Dalby/Malago to enable it to reopen 2-way

  4. Reopen half of Dalby/Malago both ways (ie the southern half) to enable 2-way in part at least temporarily

  5. Additional temporary bus stop on East Street (near Mill Lane)

  6. Very large signs on Malago/Dalby indicating East Street is very much open for business; 'car parks open'; including possibly some street art to divert traffic into Paradise St carpark

  7. Reopen Hereford Street carpark (which is currently closed inexplicably)

  8. Delay loss of 30-minute free car parking during the roadworks

  9. Reintroduce free car parking for the duration of the works

  10. Open Church Lane / Coronation Road to cars to enable flow

  11. Delay proposed closure of Gaol Ferry Bridge

  12. Delay/amend CAZ in order traffic flow to Bedminster is not impacted

  13. Greatly improve alternative transport solutions (ie non car)

  14. Improve communications that East St is very much open for business

  15. Acknowledge that the No76 current S Bristol diversion is also having a negative impact

The businesses need a substantial and urgent response.

Covid Grants - Still Available but Closing Soon!

Apply now for a business support grant

The government has introduced two grant schemes intended to support businesses experiencing difficulties due to COVID-19 and in particular the rise of the Omicron variant. The following details have been received from the council:

Omicron Hospitality and Leisure Grant

The Omicron Hospitality and Leisure Grant (OHLG) is available to businesses in the hospitality, leisure and accommodation sectors.

Grants will be a one-off payment, dependent on the rateable value of your business on 30 December 2021, subject to being within the relevant subsidy (formerly known as State Aid) threshold for the business.

Applications close at 12 noon on 14 February 2022.

Additional Restrictions Grant

The Additional Restrictions Grant (ARG) is available to self-employed and sole traders as well as small or micro businesses based in the Bristol City Council area, trading on 4 January 2022 with ongoing fixed business-related costs.

To apply, businesses must have identification and documentation as evidence of trading and able to demonstrate you have suffered a significant fall in income (including online activity) due to the restrictions or the rise in the Omicron variant.

All businesses must apply for support under this scheme. Previous recipients of ARG must re-apply.

We aim to support as many businesses as possible. However, funding is limited, there is no guarantee you will receive a payment even if you are eligible.

Applications close at 12 noon on 14 February 2022.

BID Annual Business Planning

Area meetings were held on North, East and West Street to generate fresh ideas for the BID to pursue in the forthcoming year. The long list of ideas is below - the BID board meets tomorrow evening 615pm at the Steam Crane (all businesses welcome if you are free) to prioritise and make some decisions.

Challenges/Context

· East St Vision Pilot - a preference for this to be midway on East St not at the end as there are more active retailers and less development spoiling the scene

· Phone Box opp East St Fruit - get rid!

· Decoration - shutters and selected buildings (esp Stan Butt as 'iconic' (note landlord here is same as Andy C)) - also more graffitti response 

· Bunting in form of hot air balloons (similar to umbrellas) hanging off catenaries that double as christmas lights infrastructure 

· Welcome arcs across East St at entrances 

· More flower beds/planters generally 

· Replace all bins and street furniture 

· Public loos - pay a business to volunteer their business (this covers extra cleaning cost - c£600pa)

Marketing and Promotion

· Never mind the Bollards. Preference for this to be more managed/professional as concerns that a competition will lead to mess/abuse. Maybe make an East St Arts Trail>?

· Interactive Light Art - as the street is so dark 

· International Food Fest to reflect the different businesses 

· EAT Fest was supported

· Vintage/Flea Market - on a Sunday connecting with Tobacco Factory - so a trail between North St and East St benefitting nearly all businesses would be created 

· CCTV - Andy C can do this for £300 elec costs (he has the cameras and the 4 buildings covering the whole street). Also posters 'you are being watched'

· Stronger media response to the negativity - engage Darren's soc media person

· Trails - Halloween was good. Do one in Easter 

Lower North St

Challenges

- Low footfall as we’re a vehicle thoroughfare but not a pedestrian one. This is likely to get worse with the closing of Gaol Ferry Bridge

- Street is not an attractive place to walk - lots of traffic, narrow pavements, some closed shopfronts, a fair amount of rubbish etc 

- General business challenges of increased costs

1.     Built Environment - permanent: we are aware of the study that has been commissioned into this and support this. Some aspects that may not be covered in the study that we think should be looked at are

- Barriers currently outside some hospitality venues. Without getting into the debate on their merit as each Trader will have a different view, they look ugly. There needs to be a decision on if they’re staying: if they are they need to look better as currently they are an eyesore; if they’re not we need to be informed of this so we’re all aware of the situation

- Bins - some traders don’t have space in their properties for bins and so they are permanently located on North Street or on side-streets. Could there the installation of sheltered bin stores? Could there be a collective approach to bin collection - i.e. a deal is negotiated with a waste removal company for the whole of our stretch that a) reduces each individual trader’s cost; b) means all bins are collected on one day of the week, meaning the street is ‘bin clean’ for 5.5/6 days out of 7? 

2.     Built Environment – temporary: 

Alternative approach to Christmas lights is needed – our end of the street doesn’t have space for trees.

As part of this, could the Pocket Park be used for a Christmas Tree and focus?

Winter + Summer Hanging Baskets – we’d like these back and we’d like budget for maintenance of these

3.     Events – we’d like to see more events take place as these bring people from outside BS3 into the area. Three ideas we had:

- An initiative to drive attendees from Upfest at Greville Smyth Park to our end of the street. We are concerned that attendees will not be routed via our end of the street as will enter either via the Hotwells side, or disperse down Raleigh Road. 

- A Belly Laughs style event in Hospitality Venues but with music as the focus – could Friendly Records bring music into our venues for a weekend-long event? 

- An event centered around the community and climate change - including inspiring traders and the community to make small changes for the greater good

Further, we’d like to understand the true cost of an event that involves a street closure. We believe this would be a beneficial type of event however it’s hard to judge the Return of Investment of this without knowing the true cost

4.     Marketing + Promotion: General – there’s a general consensus (of those who attended the meeting) that improvements to built environment, followed by one-off events are more beneficial than the marketing and promotions campaigns that have been run in recent times. We would like more advance notice of the promotional calendar – could one be created for the year (and Q1 2023) now, so we are all aware of what campaigns will be running and how we can be involved?

5.     Marketing + Promotion, Campaign Idea – similar to the event idea above, could there be a campaign around the idea of what small changes we are all making to do our bit to negate climate change. This is a theme that all businesses can be relevant to and we could all pledge to make small steps to ‘do our bit’. Could BS3 become the postcode that is leading the way in small changes?

6.     Increased Costs - in addition to the idea of a collective deal for waste removal, is there an opportunity to negotiate cost savings with energy providers for a group of opting-in businesses on the street? Our collective spending power is reasonable and together we could negotiate a collective cost saving

 

Upper North Street

Built Environment

1.     Zebra Crossing: Traders on southside of the street felt crossing the road for some people was difficult due to traffic,  -could an existing build out or possibly a new one outside parsons be enhanced with a zebra crossing, all traders thought this could help slow traffic as well as giving safe passage between north and south side of the street.

2.     Bins: There is a historical issue with bins on pavements, mainly from flats above sis there a bin solution (bin store etc). To be honest nobody was sure of the solution.

3.     Street Bins: Could these be made to look nicer or even new bins to include recycling and cigarettes butt disposal.

4.     Dog mess: Seems to have been a rising in dog pooh along the street, still not sure of solution, maybe a dog pooh bin?

5.     Hanging Baskets: Always welcomed and improves street throughout the summer

6.     Sculptures: More creative sculpture signs for shops

7.     Lighting: Year round creative lighting was discussed in some depth, various ideas but we all liked the idea of floor projections which could change with the seasons. Could be mounted at shop sign level and powered by businesses that sign up.

Marketing

8.     Flags: Came up again, but not sure really a priority given other suggests.

9.     Lion Stores: Support an event to celebrate 50 years of Lion stores (June)

10.  Road closures: Employee an event company to close North Street on a sunday every other month, space to be given back to community to use, 'Playing Out - for adults.

11.  Permanent Xmas tree on North Street Green or nearby was well received but placement could be challenging.

 

West Street

- can the BID bring pressure to bear on getting more street cleaning?  (would we have to pay?) Litter is a major problem particularly on West and East Streets

- tagging:  another major problem on West Street:  I took photos of 12 sites today:  a postbox, utility boxes, several walls, and  bus stop.  I report these to the City Council but nothing happens :  can the BID put some pressure on?

- hanging baskets and Christmas lights again please

Omicron Covid Business Support Grants

Omicron Hospitality and Leisure Grant

The new Omicron Hospitality and Leisure Grant (OHLG) scheme intends to support businesses impacted by the COVID-19 Omicron variant.

This grant is available to businesses in the hospitality, leisure and accommodation sectors, such as pubs, hotels, restaurants, bars, cinemas and theatres occupying ratepaying premises on 30 December 2021.

Grants will be a one-off payment, dependent on the rateable value of your business on 30 December 2021, subject to being within the relevant subsidy (formerly known as State Aid) threshold for the business.

Rateable value of your premises                Grant payment

·        Up to £15,000                                                 £2,667

·        £15,001 – £50,999                                        £4,000

·        £51,000 and above                                       £6,000

Applications received will be assessed against the eligibility criteria. Businesses that are in administration, insolvent or in receipt of a striking-off notice are not eligible for funding under this scheme.

Once bank and audit checks are complete, we will process payments. This will be from 1 February 2022.

Please allow four weeks from application to receiving payment, before getting back in touch with us.

Discretionary support grant

Businesses who have been severely impacted by restrictions or the rise of the Omicron variant may be eligible for a discretionary support grant.

The Additional Restrictions Grant (ARG) is a discretionary grant available to self-employed and sole traders as well as small or micro businesses across all sectors.

All businesses must apply for support under this scheme: previous recipients of ARG must re-apply.

The ARG is open to businesses based in the Bristol City Council area, trading on 4 January 2022 with ongoing fixed business-related costs.

To apply, businesses must have identification and documentation as evidence of trading and able to demonstrate you have suffered a significant fall in income (including online activity) due to the restrictions or the rise in the Omicron variant.

Applications close at midday, 12pm on 14 February 2022.

Applications received will be assessed against the eligibility criteria and a one-off payment will be awarded dependent on the size of the business or the rateable value of the business premises.

BID Newsletter January 2022

Good Morning - Welcome to our First Newsletter of 2022

Roadworks

Let’s get straight to it – roadworks on Dalby/Malago. They came as a surprise to all of us with a disappointing level of notice from the council. However, having had a chance to review we are of the view that given only around 16% of people arrive by car, with half of those coming from a different direction than the roadworks, the impact should not be too bad. This has been borne out by the footfall counters installed last year which show an increase in footfall last week (10th-16th Jan) compared to the previous week (the roadworks commenced on 10th). Whilst the footfall counters are on East Street they are probably indicative of all Bedminster shopping locations. More details attached.

Whilst we are hopeful these roadworks will not impact too heavily we are not resting on our laurels and have written to the Mayor and council cabinet members to find out why the works will take over two years and seek funding to communicate further the fact that surrounding car parks and accessibility generally is still good. We will continue to monitor footfall and if it falls significantly we will look at further initiatives.

Street Meetings

Most years we ask each shopping street in the BID area to meet separately to discuss ideas around marketing, events, street improvements etc that the BID should pursue for those areas. Meetings have been set up as follows and we hope many of you can make it and bring some ideas

  • East St Tuesday 25th at 6.15pm at Cheekies

  • North Street (Upper - from The Spotted Cow to Marks Bread): Thursday 27th Jan, 6pm at the Hen & Chicken

  • North Street (Lower - from Spotted Cow to Steam Crane): Tuesday 1st February, 6pm at KASK

  • West Street - please email Stef your ideas - stef.brammar@way-out-west.org

 Whilst clearly it has been an appalling two years for high street businesses given covid and the growing impact of the internet, we are hopeful for a very good year in terms of BID activities to help generate footfall, as we have secured substantial additional funding from various central government and regional grant pots to be spent on piloting the East Street Vision, wider street improvements and events.

Also, the impact of the new developments on Bedminster Green should already be being felt with Factory1 substantially occupied and the developments of Little Paradise and former Argos commencing, meaning nearly 200 local construction workers in the area for the next two years.

Please Get Involved

If you are interested in becoming more closely involved with the BID, we are an informal, friendly group, whose basic duties are to direct spending for the BID and Town Team. The BID Board meets 6.15pm on the second Tuesday of each month. Please do get in touch if you'd like to get involved.

Alternatively, a marketing (and arts, culture) group meets on the first Monday of every month at 6pm and a Built Environment Group intermittently. Alternatively, if you prefer drop us a line or telephone us for a chat to discuss any ideas you have that you think the BID should be pursuing. 

About the Business Improvement District 

Bedminster BID funding is generated via a small levy on all eligible businesses in the area and paid into a central 'kitty' in November each year, to be spent on projects that benefit Bedminster businesses. We also seek out further funding from local and national government.

Our stated priorities are to:

  • Market and promote Bedminster

  • Reduce crime and improve the shopping environment

  • Advocate and lobby for Bedminster business interests

Lantern Parade Rescheduled

Good Morning and Welcome Back

Just a quick note below concerning the rescheduling of the Lantern Parade and some quite significant road closure information. We will update more fully on plans for the forthcoming year after Tuesday’s board meeting. As ever you are all most welcome to participate and influence how BID monies are spent. There is a lot going on this year with the Little Paradise redevelopment commencing and the BID winning substantial additional funding to pilot the East Street Vision and host many more events. Lantern Parade Rescheduled

The Bedminster Winter Lantern Parade which as you know, was due to take place next Saturday 8th January, has been rescheduled to Saturday 12th February 2022, subject to approval by Bristol City Council. The project steering group have looked carefully at the risks involved in running a large public outdoor event at this time, with rising numbers of Omicron infections affecting people across Bristol. The priority has to be on keeping our Bedminster community as safe as possible at this challenging time and we therefore decided to move the event. We will share more details about this as soon as the plans are confirmed and look forward to you being part of a delayed but just as wonderful community event.

Temporary Road Closures on Malago Road and Dalby Avenue (1-way only)

Works to improve public transport, walking and cycling, and to install a District Heat Network start in January 2022. There’ll be temporary changes to roads until summer 2024. Malago Road and Dalby Avenue (A38) will be one way southbound only, from the East Street and Dalby Avenue junction to the Malago Road and Sheene Road junction. Buses in and out of the city centre will be unaffected. East Street will stay open northbound for bus services and cycles. Action Greater Bedminster and East Street (anti social behaviour)

Pass the Parcel

AGB (Action Greater Bedminster) the community partnership for Bedminster is running Pass the Parcel again this year and is looking for businesses and volunteers to get involved in this year’s project. AGB create a wishlist of gifts from local shops using a website that links through to your items and works with local schools & charities to identify beneficiaries. Other people buy them and an amazing team collect, wrap & distribute. The hope is local businesses get sales and local people in need benefit. Last year, AGB created over 400 gift bags! Crime/Business Meeting for East Street

This will be held today (Thursday, Oct.14th at 6pm at Bubble Play Cafe 148 East Street next to Wilko). We are pleased to say that the Police officer(s) will be attending. We hope you all can make it. BID Autumn and Christmas Planning

Autumn

You will have seen the earlier circulars regarding the Halloween Trail and TraderTopTrumps. We still have space for the latter and so please do send us your information and photograph - see the past two newsletters for details

The Halloween Trail is now full and will be published in the next two weeks and we hope will help bring an extra steady flow of family-based customers to the streets over the coming weeks.

Christmas

Lights - the BID will as usual pay for lights on North, East and West Street. Our income was significantly reduced however we hope to make a bit of an impact as always.

Gift Guide - we do a regular Christmas gift guide. Would you like to be in it? If so please send a short description of your gift, price and a high res image of 1MB minimum to sophie@weareplaster by Monday 18th October.

Community Choirs - the third element of our Christmas proposals will aim to go large with local community choirs as we think this is in keeping with one of the few positives to emerge from Covid. That of people feeling a stronger part of their local community.

Thursday Nights - we do not have a specific set of activities supporting late opening this year however would encourage traders considering this to aim for the late-night opening on Thursdays in December. We can support this in the Gift Guide.

Lantern Parade - as ever the BID is a lead sponsor with the Lantern Parade. More details of how businesses can actively interact with the parade will follow soon.

In Other News

Briefly, we are delighted to have secured significant additional funding from West of England Combined Authority of nearly £400K. Most of this will be committed to test the East Street Vision (have you seen the video? - check it out here). However, approximately £135K is reserved for culture and events. We will be circulating more information soon and seeking ideas and feedback around how to best use this over the next 18 months.

Trader Trumps Follow Up (and Grafitti Cleansing)

Trader Trumps

We have had plenty of enthusiastic interest in the TraderTrumps idea (see yesterday’s newsletter) - which is great.

Also, a few questions seeking more understanding of how it may work. We will be discussing this in detail at the next board meeting at 615pm Tuesday 12th at The Steam Crane. If you really wish to influence the nitty-gritty of this (and other) BID project(s) then please try to come along. We will put this item first on the agenda so if you need to get away quickly it shouldn’t take up too much of your time.

Briefly re this project so far we have discussed two approaches to how they may be distributed:

  1. Businesses are given copies of their own card together with small posters of trails (or similar) showing all the places that the rest of the pack may be collected.

  2. Businesses are given copies of neighbouring businesses, designed to prompt them to visit the shop featured and collect more cards.

There is of course also the possibility of having an informal evening of Trader Trumps games, perhaps with a prize (hamper of Bemmie goodies of course).

Grafitti Cleansing

Over the past couple of years the council had started charging commercial premises for removal of grafitti and tagging. It had become so bad the BID has invested precious and limited resources in a cleansing project to try and deal with the worst of it. However in the past week some businesses have received a joint letter from the council and police encouraging people to report it as a crime to the police and report to the council for assistance with its removal. We encourage everyone to use this facility - the more reported the bigger the chance of something being done.

Finally plans are proceeding at Western Harbour (ie Cumberland Basin). The programme of engagement and website www.harbourhopes.co.uk is now live. Let them know what you think. From Bedminster perspective it is a double edged sword as it will bring more people to live within our catchment but at the same may take footfall away. Simon Dicken the BID Chair also sits on the advisory group for this project to try to ensure Bedminster interests are protected.

Marketing and Promotion

Top Trump Trader Cards – we are developing a new promotional idea around the popular Top Trumps idea, but for Traders. If you would like your business to be involved please email us at simon@weareplaster.com.

Promotional Activity – We have recently completed and distributed a further video promoting all that’s good about East Street which has been received very well on social media – if you haven’t seen it yet … https://www.facebook.com/bedminsterbristol.bs3/videos/497811028147655

Bedminster Trains station – we have designed a poster to help direct passengers alighting in Bedminster to access the city centre via East Street. This will be posted at the station shortly and there is also a pavement trail planned.

Loyalty cards? We met with www.loyalfree.co.uk recently one of the most popular town centre loyalty ‘apps’. We welcome feedback from businesses on this and other loyalty ideas?

Maps and trails – we are finalising details around a digital street art trail which will launch shortly. If this is successful we will do something similar around history.

 

Built Environment

East Street-West Street Toilet Block Street Scape – we are working with the council and private sector landowner to draw up a scheme that we hope will much improve the street design on this small but important stretch. Next step is to appoint architects.

Police and Multi Agency Pop Up on East Street - Simon Dicken is working with the police and other public sector agencies to open a small pop up presence on East Street to build relations with the community.

Ashton Gate Sports Quarter and Longmoor Residential Development - the developers are seeking the BID's formal support for these two very substantial developments, the first of which has potential to create quite substantial additional footfall for North Street in particular. WECA Grants - no additional grants approved this month however firm enquiries for a microbrewery on East St. The next webinar 10th August at 2pm and more details here: https://www.bedminster.org.uk/loveourhighstreet. If you know of any aspiring businesses seeking to open a first outlet or existing businesses seeking to expand please let them know about the opportunities on East Street or send the details/ideas to us and we will follow up.

East St Vision -  the WECA (West of England Combined Authority) Mayor is visiting East St later this month when we hope to position ourselves for additional funding.

 

Finally, the East Street ‘DISC’ system re-relaunched recently to combat anti-social behaviour. This was very successful two years ago when we ran it and so we are hopeful of a similar impact this time. Once again Olivia will be running it and can be reached at eastst@bedminster.org.uk.

Grant Matters

Please double check your email inbox and junk folders (as you may miss a top up grant if you don’t complete and submit the relevant form):

Important message for all businesses who have received a payment through the Additional Restriction Grant (ARG) scheme.

We intend to make final top-up payments to all existing recipients of the ARG scheme.

We are currently calculating the ARG top-up payments for businesses. In order to complete the process, we need some further information from you.

 If you have previously received an ARG payment, you will receive an email from us with a link to a short application. You need to complete and submit the form within 5 days of receiving the email.

 The link is unique to each business and must not be forwarded.

 You should receive the email by the end of this week, 12 June. In case of non-receipt, please check the junk folder of the email address submitted with your original grant application.

Planning and development

Bedminster Green – another development is in the pipeline and will bring very substantial fresh demand to East Street from local residents and consumers. For details of the scheme please see www.bedminstergreen.info. This is in addition to https://littleparadisebedminster.info/ and https://www.stcatherinesbs3.com/ which have already passed through the planning process and we hope will be on site soon. Further down the line is the Whitehouse Street Area Regeneration, see is https://whitehousestreet.com.

East Street Vision – this is our top priority to find the £10m funding for the public realm and buildings upgrades. We are in discussion with the city council and West of England Combined Authority to try to accelerate this essential but challenging process.

Love our High Street Grant Scheme for East Street – this continues to perform well with grants agreed for a variety of building refurbishments and new businesses. We have seen several openings including café bakery, clothes shop, and bottle shop (bar) and shortly will welcome a makers studio and jazz bar. Marketing and promotion

Promotional Activity - On  East Street we are looing to develop a promotion around shoppers positive experiences of different outlets on the street particularly in terms of price/value aspect. This will be supported by  social media. Meanwhile on North Street we note that the hospitality sector is doing well however retail less so and we are exploring initiatives around how one sector may support the other during these challenging times. Ideas include a Tops Trumps Traders set of cards!

Bedminster Trains station will be the main arrival point for all travellers arriving from the SW for part of the summer and so we have met with relevant train companies to discuss directing people to the city via East Street with notice boards and trails etc.

Loyalty cards? What do you use if anything? We are aware of a number of businesses using different digital and physical loyalty schemes such as LoyalZoo – we would like to hear what’s working well?

North St Arts Trail Event – North Street Art Gallery is planning a trail event in September and is interested to hear from businesses on North Street in particular that may wish to be involved. Please email Miche if you wish to become involved michetoots@yahoo.co.uk

​Wildlife Photography Exhibition - The Bedminster BID and BS3 Wildlife Group will be working together on a Wildlife Photographic Exhibition which will take place in the first two weeks of November. The BS3 Wildlife Group, one of several across the city, comprises about 1000 local people and their families. They aim to raise public awareness about the wild animals and plants that live in Greater Bedminster and encourage people to improve habitats in domestic gardens, parks and other green spaces.  Many of their members are currently taking pictures of birds, beetles, bats, buttercups and every other types of local wildlife form. They would like to exhibit these pictures in shops, cafes, bars and other venues within the Bedminster Business improvement District. The idea is to create a Wildlife Trail to encourage people to visit these businesses, perhaps for the first time.    It’s a way of encouraging new people to visit your premises. The Wildlife Group and the BID will be creating a ‘trail guide’ to tell people which businesses to visit in order to see the photographs. Bedminster BID and the Wildlife Group will be publicising this event across the city, although probably most of the visitors will be more local.  Finally in other news, the East Street ‘DISC’ system is being relaunched to combat anti social behavriour which has started to rise again on East Street. This was very successful two years ago when we ran it and so we are hopeful of a similar impact this time. Once again Olivia will be running it and can be reached at eastst@bedminster.org.uk.

East Street Vision Launch – and other news

As you may have seen in the media the BID launched a long term vision for East Street. We are hopeful this video will help stimulate more interest in our ambitions for East Street and create momentum around the need find up to £10m funding to make it happen.

BS3 Space Trail - is a celebration of the green spaces in BS3 to encourage everyone to walk, cycle and scooter around our local area and share in some fantastic space themed art. Watch the intro video. The Health Protection (Coronavirus, Restrictions) (Steps) (England) Regulations 2021

As we emerge from lockdown, new Regulations detail how businesses can operate. These Guidance notes are from the city council and intended for the Hospitality sector to assist during the initial phase of outdoor re-opening.

Further guidance will be provided on indoor opening when there is greater certainty on when this will be permitted. The new regulations come into force on 29 March 2021 and cover outdoor reopening no earlier than 12 April.

A wide range of business support measures have been made available to UK businesses. COUNCIL COVID SUPPORT INITIATIVES

The council is responsible for running most of the support initiatives for businesses. Please visit https://www.bristol.gov.uk/business-support-advice/covid-19-information-for-businesses where you will find details regarding:

  • Small business grants and relief support

  • Sector specific support (ie pubs and other hospitality etc)

  • Self-employed

  • Etc

The council have also most usefully set up a specific help desk where you can phone in for an immediate response to your questions. 

BID ACTIVITIES CURRENTLY

Meanwhile with BID income curtailed our activities have similarly been curtailed. However we are working to remind people that there is still very much a Bedminster open for business and enjoyment, particularly during the summer months. Our focus is on outdoor activities in particular that we think will encourage people to come to visit and still feel they may do so safely.

MARKETING AND PROMOTION

Our principle activities have been to find ideas to weave lockdown relaxation steps into the practicalities of shop and hospitality openings. We have called it BS3atHomeGuides and they have been generating a lot of interest via social media.

To mark International Women’s Day the BID supported the completion of the ‘Six Sisters’ Mural on North Street which when completed it is believed will be the world's largest collection of permanent street murals by female artists.

As reported by numerous news outlets including ITV ‘The row of six buildings in North Street Bedminster, already features four individual designs by some of the city's most-loved street artists - this project will complete the 'Six Sisters' Project.

Other BID initiatives include exploring possible billboards or poster sites, walk guides, outdoor activities, outdoor tables and chairs, bollards and planters.

STREET ENHANCEMENT AND DEVELOPMENT

There continues to be very substantial property development interest and activity in particular around East Street. Latest major development to be given the green light is stcatherinesbs3.com which has been a major blight on East Street for over a decade. Next up is the NCP car park on Dalby Avenue which will bring a student ‘village’ to the area and diversify the shopper population futher – details of the latest scheme may be found here https://we.tl/t-C0yVGYvUFE. This together with the successful planning applications for the Little Paradise residential development and multi storey car park will have a major favourable impact on business performance. The BID has been very active supporting the process to seek the advancement of many of these schemes for the benefit of East Street.

We are now advanced with our LoveYourHighStreet grant scheme which enables us to entice new businesses into vacant premises or supplement landlord investment to improve the appearance of empty buildings. Eight grants have been offered to a mix of businesses from bakeries to jazz bars and ‘maker’ emporiums. More details to follow.

The East Street Vision and Detailed Masterplan is approaching completion and will be launched in April via a video. The proposals have been warmly received by the council and we are now seeking ways to bring in the necessary investment. The BID raised an additional £60,000 investment from other sources to pay for this project and are now embarking on multi £m public sector grant bids.

Finally we will continue to invest in street cleansing activities this year in particular in relation to graffitti and pay for the maintenance of street planters on North, East and West Streets.

We are interested to hear more direct feedback from businesses around ideas you may have for the BID to pursue. COVID Business Grants Update

We understand grants from the various covid schemes are starting to be paid out by the city council. Full details of the various grants available may be found here https://www.bristol.gov.uk/business-support-advice/covid-19-information-for-businesses but the below is an extract from the council website summarises the situation.

Also below is a request for assistance from a local bank seeking to improve services for small businesses - please find a link to find a short survey asking how they can better serve the interests of small local businesses.

Covid Business Support Grants

Local Restrictions Support Grant (Closed) Addendum January 2021

A grant of up to £4,500 for businesses that are registered for business rates and were required to close during the national lockdown from 5 January to 15 February 2021.

Closed Business Lockdown Payment (CBLP)

A one-off lockdown payment, paid in addition to LRSG (Closed) Addendum (January 2021) as follows:

  • £4,000 for businesses with a rateable value of £15,000 or under

  • £6,000 for businesses with a rateable value between £15,000 and £51,000

  • £9,000 for businesses with a rateable value of over £51,000

Additional funding is also being made available for Local Authorities to support other businesses affected by restrictions that might not be eligible for the grants. Read the full announcement on GOV.UK.

Local Restrictions Support grant schemes

The existing schemes will continue to support businesses that have been impacted by lockdown and tier restrictions. Businesses should apply once per premises. We’ll assess your application for all grant schemes that are relevant to you:

  • Local Restrictions Support Grant (Closed) Addendum (November 2020), a grant of up to £3,000 for businesses that are registered for business rates and were required to close during the national lockdown from 5 November to 1 December 2020

  • Local Restrictions Support Grant (Closed) Addendum (January 2021), a grant of up to £4,500 for businesses that are registered for business rates and were required to close during the national lockdown from 5 January to 15 February 2021

  • Local Restrictions Support Grant (Closed), a grant of up to £1,500 per 14 day period for businesses that are registered for business rates and which have been required to close during Tier 3 restrictions

  • Local Restrictions Support Grant (Sector), a grant of up to £3,000 per 28-day period effective from 1 November 2020 for businesses such as nightclubs that were required to close on a national basis since 23 March 2020

  • Pub Support (Christmas Support Payment), a one-off payment for December of £1,000 to pubs where less than 50% of the income is derived from food: you must apply by 31 January 2021 to qualify

Discretionary schemes

The LRSG (Open) and the Additional Restrictions Grant are discretionary funds which that will be available to businesses that are impacted by the restrictions but not required to close or are not eligible for other support. We're working on this and will update this page when the application process is open.

Hospitality guidance during lockdown

While pubs, restaurants, cafes and bars must close during lockdown, you can open for takeaway, delivery or click and collect services. However, there are a number of restrictions set out in government guidance. Visit our website for our useful guide or find more information on the government website.

The key points to be aware of are:

  • Customers cannot buy or collect alcohol from your premises. You can only sell alcohol for delivery to the customer at their home or another building with a fixed address.

  • Customers are not allowed to consume food or drinks at your premises at any time, including in your outdoor space.

  • Between 5am and 11pm customers can enter your premises to buy food and non-alcoholic drinks. However, they must leave before they eat or drink them

  • Between 11pm and 5am:

    • You can sell food and alcoholic drinks but they must be ordered online or by phone and delivered to the customer.

    • Food and non-alcoholic drinks can be pre-ordered and collected by the customer without them entering the premises or sold as part of a drive-through where customers don't leave their vehicles.

Scam vaccine text messages

Health leaders in Bristol, North Somerset and South Gloucestershire are warning people to be on their guard for scams linked to the COVID-19 vaccination.

Bogus text messages are in circulation, which claim to be from the NHS and tell people they have been identified as eligible for the vaccine and ask people to provide payment details to verify their eligibility. The NHS would never ask anyone for their bank details.

All those who are eligible for the COVID-19 vaccination will be contacted by the NHS when it is their turn to be vaccinated. Read more about COVID-19 vaccination on the NHS website

Ways to spot a scam:

  • Look out for spelling and grammatical errors

  • Even if a message or website looks like it is from the NHS, it doesn’t mean it is authentic

  • Anything that asks for you to provide bank or payment details in a text is likely to be bogus

  • Trust your instinct – if it doesn’t feel right it probably isn’t

National Lockdown

Hello All

Depressing times!

The BID’s primary activities during the ensuing period will be to focus on continuing to encourage local people to try to shop local wherever possible. COUNCIL NEWSLETTER - Important info for businesses: National Lockdown

Dear Colleague,

After a very challenging festive period I know that a third national lockdown is not the news anyone wanted and will put businesses under even more pressure. However, it is clear amid rising infection rates that we must now do the most we can to protect Bristol and save lives.

The national lockdown decision comes as COVID-19 infection rates rise rapidly across the UK, as well as in Bristol. The England average infection rate is now 519 per 100,000 and Bristol’s infection rate is 306 per 100,000 people, which represents a 57% increase in the city from the previous seven days.

I recognise the challenges the government is facing but we need protection for jobs and businesses that are unable to operate and we need to continue planning for recovering from lockdown and the pandemic, and the eventual reopening of businesses.

I continue to call to the government to provide assurance that these lockdown restrictions will be fully funded for businesses given that many are excluded from the national support measures. It’s essential that you are fully supported with the right financial packages for as long as these new restrictions are in place.

We, as a city, have worked incredibly hard over the past few months in trying to get the infection rate down. We must once again pull together and harness the commitment that pulled us through the previous two lockdowns. It is tough for us all, but we must stay home and save lives.

I know how hard the past months have been on everyone’s lives, relationships, work and mental health, and I thank everyone for their efforts so far. I appeal to you all once again to continue to show kindness and love. Support is available through the We Are Bristol free helpline on 0800 694 0184, open Monday to Friday, 8.30am to 5pm and Saturday to Sunday 10am- 2pm. A 24/7 helpline is also available for people in Bristol to get immediate emotional and practical mental health support, on 0800 012 6549.

National lockdown: Stay at home

You can read the full restrictions on the government website. Here is a summary of what you can and cannot do during the national lockdown:

Leaving home

You must not leave, or be outside of your home except where necessary. You may leave the home to:

  • Shop for basic necessities, for you or a vulnerable person

  • Go to work, or provide voluntary or charitable services, if you cannot reasonably do so from home

  • Exercise with your household (or support bubble) or one other person, this should be limited to once per day, and you should not travel outside your local area

  • Meet your support bubble or childcare bubble where necessary, but only if you are legally permitted to form one

  • Seek medical assistance or avoid injury, illness or risk of harm (including domestic abuse)

  • Attend education or childcare - for those eligible.


Meeting others

  • You cannot leave your home to meet socially with anyone you do not live with or are not in a support bubble with (if you are legally permitted to form one)

  • You may exercise on your own, with one other person, or with your household or support bubble

  • You should not meet other people you do not live with, or have formed a support bubble with, unless for a permitted reason

  • Stay 2 metres apart from anyone not in your household.

New lockdown grants to support businesses

Businesses in the retail, hospitality and leisure sectors are to receive a one-off grant worth up to £9,000, the Chancellor has announced.

One-off top-ups will be granted to closed businesses as follows:

  • £4,000 for businesses with a rateable value of £15,000 or under

  • £6,000 for businesses with a rateable value between £15,000 and £51,000

  • £9,000 for businesses with a rateable value of over £51,000

A further £594 million is also being made available for Local Authorities to support other businesses affected by restrictions that might not be eligible for the grants.

Bristol City Council is working hard to make sure all our businesses get the financial support they are entitled to during this difficult time. We are regularly updating our website to give businesses the latest information on grants and details on how to apply.

If your business was closed during lockdown, or if you were closed due to Tier 3 restrictions, you will almost certainly be eligible for a grant.

You can currently apply for a number of grants including the Local Restrictions Support Grant Addendum, Closed or Sector.

The application deadline for the Christmas Support Payment (CSP) for wet-led pubs is Sunday 31 January.

Self-isolation for employees with symptoms

Employees that develop COVID-19 symptoms must not travel to work. Symptoms include a new continuous cough, a high temperature or a loss or change to their sense of taste or smell. It is essential that employees with symptoms get tested as soon as possible and stay at home. They should only return to work when they have self-isolated for the required time or when they receive a negative result.

Test and trace payments

If any of your employees are unable to work from home and are on a low income they may be eligible to apply for a £500 grant as part of the Test and Trace Support Payment scheme.

Welcome to the final extended Business Newsletter of the year. The next will be ready to share with you in the first week of January. We hope you stay safe and wish you a happy Christmas and new year.

Tier 2: Christmas and New Year

Communities across Bristol are being urged to have a safe and careful festive period ahead of Christmas and the New Year.

Last weekend the Government announced changes to the relaxed rules over the festive period. This means:

  • A maximum of three households can create a Christmas bubble for one day only on 25 December

  • Households should not stay over on Christmas Day and you should try to keep visits short

  • You may only form one Christmas bubble, and once it has been formed, you cannot change it

  • Keep your bubbles as small as possible, three households (including your own) should be the maximum, not a target

  • Try to form bubbles only within your local area – you may not form a bubble with anyone in a Tier 4 area

  • Limit social contact with anyone outside of your household and for at least five days before forming a bubble

From 26 December, the local tier restrictions will come back into force. Bristol is currently in Tier 2, which means that for New Year’s Eve, people must not mix socially indoors with people not in their household and hospitality venues will close at 11pm.

Please do the most you can over the festive period to protect our city and keep driving down infection rates.

Tier 2 hospitality guidance

If you're a hospitality business in Bristol please remember there is guidance that must be followed while Bristol is in tier 2 of the government's local restriction system. Following this guidance will help protect each other and our city.

You must:

  • Check that customers sitting inside are from the same household or support bubble

  • Ensure customers wear a face covering at all times unless sitting at a table, or are exempt

  • Display a QR code poster and ask customers to check-in using the COVID-19 app or provide you with their contact details

  • Ask all staff to wear a face covering, unless exempt

  • Ensure social distancing is maintained throughout your venue, inside and outside

  • Only serve alcohol with a substantial meal

  • Call last orders at 10pm and make sure you are shut by 11pm.

Support payment now available for pubs

The Christmas Support Payment (CSP) is now available to pubs that derive most of their income from drinks rather than food as a one-off £1,000 payment for the month of December.

You will still be entitled to this if you have repurposed and are now selling substantial meals. Businesses can apply for the grant in addition to other financial support such as the Local Restrictions Support Grant.

Test and Trace Support Payments

Have any of your employees had to self-isolate? Grants of £500 are available to people in low paid employment, self-employment or people who are unable to work from home and will lose income.

To be eligible for a Test and Trace Support Payment you must have been asked to self-isolate by either:

  • NHS Test and Trace - because you have tested positive for coronavirus or have recently been in close contact with someone who has tested positive

  • The NHS COVID-19 app on or after 10 December 2020 and followed the ‘financial support’ process on the app

Finding local solutions to global challenges

Bristol’s COVID-19 food response brought people together and showed what we can achieve as a city. A new film tells the inspirational story of some of the people and organisations who came together to feed the city during the pandemic.

The Bristol One City – Food System Collaboration film shows how partnerships were an essential part of the city’s ability to adapt and respond well to the pandemic. The film has been submitted to the Milan Urban Food Policy Pact for this year’s Milan Pact Talks, which will share different cities’ experiences and food system responses to COVID-19.

This is not the end of the story. As a city we want to make sure that Bristol achieves the gold standard in the Sustainable Food City awards and establish a legacy programme. If the film has inspired you, why not play a part in Bristol’s resilient food future too?

• Application deadlines for a number of UK Government support schemes for businesses during the Covid-19 pandemic – including the Coronavirus Business Interruption Loan Scheme (CBILS) and the Bounce Back Loan Scheme (BBLS) – have been extended to 31 March 2021. The Coronavirus Job Retention (Furlough) Scheme has also been extended until 30 April 2021.

• The police have recently reported incidents of counterfeit money being used, particular Scottish £50 notes, to buy low value goods. For guidance on how to check bank notes, please visit the Bank of England website

• The UK's transition period from exiting the EU will conclude at the end of this year. Visit the UK Government's transition hub for more information and to check you are ready

• SETsquared Bristol, the University of Bristol world-leading tech incubator, awards six companies their 2020 Breakthrough Bursary. I very much welcome the news that Bristol’s efforts to drive down infection rates in the city have been recognised with the government confirming the city will move from Tier 3: Very High alert to Tier 2: High alert from 00.01 on Saturday 19 December.
 
The new Tier 2 restrictions include:

  • Pubs and bars must close unless operating as restaurants

  • Alcohol can only be served as part of a substantial meal

  • Hospitality and indoor entertainment venues will close at 11pm

  • Do not meet socially indoors with anybody you do not live with, or who is not in your support bubble. This includes inside pubs and restaurants.

  • The rule of six will apply outdoors

I know that this easing of restrictions will be particularly helpful to many in the hospitality industry allowing you to reopen your doors during your busiest time of the year.
 
Your efforts and sacrifices have helped reduce cases in our city resulting in our move to Tier 2. While I know it has been difficult, our actions have saved lives. However, I would urge caution over the coming weeks to prevent another rise of infections in the new year.
 
A move back to Tier 3 would be devastating for the hospitality sector, businesses currently excluded by Government grants, and people self-employed or on lower incomes. So, please, follow the guidelines for Tier 2.
 
The next tier review will take place on Wednesday 30 December, with any changes coming into effect in early January.

More good news is that Additional Restriction Grant will now apply to some businesses, like taxi companies, who weren’t eligible before.
 
Moving forward, we will be continuing to lobby in favour of businesses excluded from funding via Excluded UK and forcibly making the point that hospitality still needs more support.

Bristol moves to Tier 2: High Alert

Following the government’s tier review, Bristol will move into Tier 2 at 00:01 on Saturday 19 December.

The new restrictions mean people are prohibited from socialising with anybody not in their household or support bubble in any indoor setting, and are advised to reduce the amount of travel they make.

Residents can still see friends and family they do not live with (or have not formed a support bubble with) but they must follow the rule of six and stay at least two metres apart.

Pubs and bars must close, unless operating as restaurants and hospitality venues can only serve alcohol with substantial meals. Venues must close at 11pm, with last orders at 10pm. Nightclubs must remain closed by law.

Visitor attractions and entertainment businesses may reopen, as can accommodation such as hotels, holiday lets and guesthouses.

People can continue to travel to venues or amenities which are open, but should aim to reduce the number of journeys they make where possible.

If residents live in a Tier 2 area, they must continue to follow Tier 2 rules when they travel to a Tier 1 area. Travel to or overnight stays in Tier 3 areas other than where necessary should be avoided.

COVID-19 business grants

If your business was closed during lockdown, or if you were closed due to Tier 3 restrictions, you will almost certainly be eligible for a grant. Businesses that are legally allowed to open but experiencing decreased demand may also be eligible for a grant.

Support for businesses forced to close

Business rate payers legally required to close between 5 November and 2 December can still apply for the Local Restrictions Support Grant (Closed) Addendum.

If your business was still required to close due to Tier 3 restrictions from 3 December, you will also be eligible for an additional grant called the Local Restrictions Support Grant (Closed).

If you received the Local Restrictions Support Grant (Closed) Addendum you will automatically receive a Local Restrictions Support Grant (Closed) and businesses only need to apply once. If you think you are eligible please apply today.

Support for businesses legally allowed to open

Businesses that were legally allowed to open under Tier 3 restrictions, but experienced decreased demand may be eligible for the Local Restrictions Support Grant (Open) or the Additional Restrictions Grant. Our team is working hard to get this grant application process live, and we will update you as soon as the application process is ready.

Support for pubs

The Government has announced a £1,000 grant for wet-led pubs that derived most of their income from drinks rather than food prior to the pandemic. You will still be entitled to this if you have repurposed and are now selling substantial meals. This grant is a one-off payment, and businesses can apply for the grant in addition to other financial support such as the Local Restrictions Support Grant.
